Outsourcing and off shoring

Hi guys,

Here's a topic to kickoff the discussions - to outsource or not to outsource?

Our previous experience in outsourcing tells us how hard it is to work with 3rd world developers, and how different is their culture and commitment to our work ideals (e.g. deadlines, budget, etc.), yet we can not find enough developers to provide services to all of our customers.
